recovered from the flood. And most of the area affected on the east side with some exceptions (like the salvation army)

2010 NFL CALENDAR
Important dates
July 22 -- Deadline for franchise players to sign new contracts. Signing period ends at 4 p.m. (ET) for unrestricted free agents who received June 1 tender.
July 22 — Signing period ends for Transition Players with outstanding tenders. Old Club has exclusive negotiating
July 26 — Signing period ends for Unrestricted Free Agents to whom a June 1 tender was made by Old Club. Old Club has exclusive negotiating rights to these players until the Tuesday after the 10th regular season weekend.
Aug. 7 -- Hall of Fame Induction Ceremony, Canton, Ohio
Aug. 8 -- Hall of Fame Game (Cincinnati vs. Dallas)
August 10 — Deadline for players under contract to report to earn a season of free agency credit.
August 13 —If a Drafted Rookie has not signed with his club by this date, he may not be traded to any other club in 2010.
August 14-18 — Each Club has until five days prior to its second preseason game to provide any tendered but unsigned Exclusive Rights Player or Restricted Free Agent with written notice of the Club’s intent to place the player on the Exempt List if the player fails to report at least the day before the Club’s second preseason game. Such notice must also be sent to the NFLPA. Once such notice has been provided, the Club must place the player on the Exempt List. While on the Exempt List, the player will not be entitled to compensation for up to three regular-season games, depending upon the date the player reports to the Club. Any such player who fails to report prior to the deadline will be ineligible to play or receive compensation for at least three games (preseason or regular season) from the time that he reports.

September 4 — Roster cut-down to maximum of 53 players on Active/Inactive List prior to 6 p.m., New York time. Clubs may dress minimum of 42 and maximum of 45 players and Third Quarterback for each regular season and postseason game.
September 4 — Simultaneously with the cut-down to 53, clubs that have players in the categories of Active/Physically Unable to Perform or Active/Non-Football Injury or Illness must take one of the following options: place player on Reserve/Physically Unable to Perform or Reserve/Non-Football Injury or Illness, whichever is applicable; ask waivers; terminate; trade; or continue to count him on Active List.
September 5 — Claiming period for players placed on waivers at the final roster reduction will expire at 12 noon, New York time.
September 5 — Beginning at 12 noon, New York time, clubs may establish a Practice Squad of eight players by signing free agents who do not have an accrued season of free agency credit or who were on the 45-player Active List for less than nine regular season games during each of any Accrued Seasons. A player cannot participate on the Practice Squad for more than three seasons.

For those of you unfamiliar with the Denver offensive line scheme, they use a technique known as "zone blocking". In a "man" or "drive" blocking scheme the lineman is responsible for an individual, and the play is designed for a running back to hit a particular gap. The zone blocking scheme, on the other hand, has a lineman blocking an area instead of a designated defensive player. If multiple linemen are blocking an area than one can break off and block into the second level.
The offensive line typically moves as a unit laterally, and the result of their blocks should create some natural seams or gaps in the defensive formation. The running back is responsible for finding a hole, making a cut, and then running up field

RULES AND OTHER CHANGES 2010
The N.F.L. approved a new overtime rule for the playoffs Tuesday that will give each team
at least one possession in the extra period unless the team that wins the overtime
coin toss scores a touchdown on its first possession.
A defenseless player cannot be hit in the head or neck by an opponent who launches himself and uses his helmet, shoulder or forearm to make contact. Previously, this applied only to receivers.
• When a ballcarrier loses his helmet, the whistle will blow and the ball will be placed at the spot where the player lost it.
• The umpire will be stationed behind the offensive backfield rather than in the linebackers area.
• During a field goal or extra point, no player can line up directly across from the snapper. Previously, a player needed to have his helmet outside the snapper's shoulder pads.
• A dead ball personal foul on the final play of the second or fourth quarters will cause a 15-yard penalty on the second-half or overtime kickoff. Previously, no penalty was enforced.
• If a punt returner makes a fair catch signal and muffs the ball, he is entitled to a "reasonable opportunity" to catch the muff before it hits the ground without interference of the coverage team. In case of a penalty, the ball will be placed at the spot of the interference but no yardage marked off.
• When a ball strikes a videoboard (as one punt did last preseason at Cowboys Stadium), guide wire or sky cam, the play is whistled dead and replayed. The game clock is reset to when the play started.
• If the clock is stopped in the final minute of either half for a replay review but would not have stopped without the review, officials will run off 10 seconds before resuming play. Either team can take a timeout to avoid the runoff.

NFL commissioner Roger Goodell and NFLPA executive director DeMaurice Smith.. craft rules that would make the use of more protective padding mandatory starting with the 2011 season. Smith said he is soliciting input from the NFLPA’s medical staff and current players about potential changes and how position-specific the required padding should be.
According to Michael Signora, NFL spokesman:
"The league is working with NFLPA and equipment manufacturers to develop state of the art hip, thigh and knee pads. Several companies have produced different kinds of protective gear featuring one-piece hip and thigh pads. Twelve teams will test this protective equipment during training camp and preseason games. Players wearing the padding will critique it and provide specific feedback which will be presented at the equipment managers meeting in October. Testing the equipment will help prepare NFL teams for the potential mandated use of hip, thigh, and knee pads by all players in the 2011 season."
Ray Anderson, the NFL’s executive vice president of football operations, said the rules could be enforced by referees who would bar a player without mandatory padding from the field for repeat offenses (a similar rule already exists mandating helmet chinstraps are buckled). Game-day monitors whose main job now is checking that uniforms conform to league standards also would have expanded roles in pregame and halftime enforcement.
“From a players’ side, our job is to continually push for the safest working environment,” Smith said.
“That’s important not only on the field but, as we now know, critically important for what their lives can be like after football

plays ruled as incomplete passes on the field can be reviewed

onside kicks and added a rule requiring the game clock to start
when the official places the ball in play after fumbles or backward
passes out of bounds.

player to make a block below the waist against an eligible receiver
while the quarterback is in the pocket. Also, when a player who receives
the snap fumbles or muffs the ball, the restrictions on the defensive
team relative to illegal contact and an illegal cutblock will end.
TWO-MINUTE WARNING/10-SECOND RUNOFF: The requirement that
the offense has to be behind in the score or the score has to be
tied for a 10-second clock runoff to be exercised against
the offense for an excess timeout with two minutes to go
in the first half or in the game has been eliminated. Now
a 10-second runoff will take place no matter what the game situation.
Any possible advantage for the offense (e.g., the old rule would
not require a 10-second runoff if it were ahead) has been eliminated.
The defense has the option to decline a 10-second runoff
(which will give it more time should it get the ball back).
CLOCK STOPPAGE: Two exceptions were added to the rule that dictates
that the play clock be restarted at the time at which
it was stopped prior to the snap. Now an instant replay review
prior to the two-minute warning will reset the clock at 25 seconds
(as has been the case with other stoppages such as a penalty),
as will an instant replay review after the two-minute warning that
results in a reversal. These changes will make the administration
of the rule more consistent.
PACE OF GAME: The foul for unintentional touching of a
forward pass by an interior lineman has been eliminated.
It was felt that no advantage was gained by the offense on such a play,
and elimination of the rule would speed up the game.
CROWD NOISE: The five-yard penalty against the defense
for excessive crowd noise has been eliminated.

how it affected free agency
: In capped seasons (2008 and 2009), a player whose contract has expired becomes an unrestricted free agent if he has four or more accrued seasons. In the uncapped year (2010), a player whose contract has expired becomes an unrestricted free agent only if he has six or more accrued seasons. An unrestricted free agent is free to sign with any club with no compensation owed to his old club.
In the uncapped year (2010), a club may designate one additional Transition Player. A Transition Player must be offered a minimum of the average of the top 10 salaries of the prior season at the player’s position or 120 percent of the player’s previous year’s salary, whichever is greater. A Transition Player designation gives the club a first-refusal right to match within seven days an offer sheet given to the player by another club after his contract expires. If the club matches, it retains the player. If it does not match, it receives no compensation.
During the uncapped year, the eight clubs that make the divisional playoffs in the previous season have additional restrictions that limit their ability to sign Unrestricted Free Agents from other clubs. In general, the four clubs participating in the Championship Games are limited in the number of free agents that they may sign; the limit is determined by the number of their own free agents signing with other clubs. For the four clubs that lose in the Divisional playoffs, in addition to having the ability to sign free agents based on the number of their own free agents signing with other clubs, they may also sign players based on specific financial parameters.

Once upon a time, conventional wisdom held that NFL owners wanted no part of an uncapped year because they were fearful that a few rich and aggressive owners (read Jerry Jones and Daniel Snyder) would go all George Steinbrenner on them and snap up a boatload of free agents. Such a move would spoil the NFL's unique competitive balance that has so-called small market teams prospering right alongside everyone else.
But in reality, there were so many new parameters built into the CBA's rules for an uncapped season that owners will have anything but free rein to make a killing for their teams in free agency. And I don't think the players really grasp those realities yet anywhere near as well as NFL owners and club executives do.

The current Collective Bargaining Agreement, initially negotiated in 1993, has been extended on several occasions, most recently in March 2006. The 2006 extension, which could have continued through the 2012 season, gave both the NFL and the NFLPA an option to shorten the deal by one or two years.
NFL clubs today voted unanimously to exercise that option and to continue negotiating a new agreement for the 2011 season and beyond that will work better for both the clubs and the players

“When you talk to most of the players, they think, ‘Oh, it’s an uncapped year, I can go out and make all this money,’” Clark said. “But the other eighty-five percent of the league that’s not the top tier players, they’re going to suffer.”
Have you noticed the number of one-year deals that players have signed this year? On one hand, the players might think that they’ll be getting a crack at unrestricted free agency in the uncapped year. On the other hand, the teams will be wiping the salary commitments to these players off the books, just in time for the commencement of a league year that has no salary cap — and no salary floor.
Though the individual minimum salaries for 2010 will still apply, the maximum required payout will be $855,000. But that’s for a player with ten years of service; those guys would have a better shot at getting a job on Wall Street.
And so a team can choose to fill its roster with younger players, whose minimum salaries for 2010 range from $545,000 for a fourth-year player and $320,000 for a rookie.

The NFL is refuting the assertion by NFL Players Association executive director DeMaurice Smith that benefits for needy retired players would be slashed in an uncapped year. Smith told me over the weekend that he's highly motivated to get a deal done with the owners in the next 10 months to avoid the league slashing benefits to some handicapped veterans by as much as three-quarters if the league ever came to the imposition of an uncapped year, which the league says would happen if no deal is reached by next spring.
I'm told by a league official that the NFL does have the option to reduce payouts to retired players in an uncapped year, but there is no requirement to do so. "We have never said that we intend to reduce funding for disability benefits ... and the union has not raised this issue with us,'' the spokesman said.
Any decision on this is a ways off, I'm told. In addition, with the strides Commissioner Roger Goodell has made in repairing bridges with retired players, I'd be surprised if he imposed such a heavy cut with the retirees. The union told me players injured in games and having to go on permanent disability would have their benefits reduced by $224,000 per year to $48,000.
The response from the union today -- Smith is in San Diego preparing to meet with the Chargers players -- came via NFLPA director of benefits Miki Yaras-Davis: "The one and only way to guarantee these benefits is to get a successful CBA signed before an uncapped year. Otherwise we fear that they will go the way of coaches pensions.''

The most recent CBA, signed in 2006, included procedures that would kick in if the sides failed to finalize a new deal by 2009, the year before the scheduled elimination of the salary cap (and salary floor). Those mechanisms, meant to keep teams from dumping salaries into a capless 2010, could result in less spending on middle-of the-pack players this year. For example:
? When a player achieved certain performance incentives deemed "not likely to be earned" (such as reaching 1,500 yards rushing or finishing in the top five in sacks), the money counted against the following year's salary cap. This season those incentives will count the moment they're achieved, something teams will have to factor into their cap management.
? When a player is traded, released or retires after June 1, the prorated remainder of his bonus will now apply to the current year. Say the Raiders wanted to cut wide receiver Javon Walker, who signed a six-year deal with a $12 million bonus. In previous seasons, if Walker was cut after June 1, the Raiders could defer the cap hit until the following year; this year $8 million would count immediately. "You're going to have a lot of guys who are kind of uncuttable," said a league source. That means fewer open spots and less money for other players.
? Another CBA rule that could affect new contracts is the maximum 30% increase in base salaries from 2009 to '10 and beyond. Before, a team with little cap space could backload a deal to pay much more in later years; that's not possible now. "Teams that have a lot of cap room won't be hurt," says agent Joe Linta, "but the ones who don't are going to have a harder time."

There has been a lot of discussion in recent weeks about the future of the NFL’s labor agreement with its players and how the 2009 (last capped year) and 2010 (uncapped year) seasons will work if there is no CBA extension. Here is a Q&A the NFL wrote and distributed last May to explain what might be ahead from its perspective.
NOTE: The salary cap for 2009 is projected to be $123 million per club.
Q. When does the CBA expire should there be no extension to the agreement?
A. After the 2010 NFL season.
Q. Will there be a college draft (NFL Draft) in 2011?
A. Yes.
Q. What is the “Final League Year” in the current agreement?
A. The “Final League Year” is the term used in the CBA to refer to the last year of the agreement. Without a further extension of the CBA, the “Final League Year” would be the 2010 League Year.
Q. What are the differences between the “Final League Year” and any other “League Year?”
A. The principal differences are that in the “Final League Year,” there is no salary cap and there are substantial additional restrictions on player free agency.
Q. Now that 2009 is the last capped year, are there rules that impact player contract negotiations and a club’s salary cap planning?
A. Yes. Here are the key differences:
* After the last game of the 2008 regular season, signing bonus proration is reduced from a maximum of six years to a maximum of five years.
* In 2009, there is no June 1 rule for Signing Bonus acceleration. If a player is removed from the roster or his contract is assigned via waivers or trade at any time in the 2009 League Year, any unamortized signing bonus will be immediately included in Team Salary.
* There is no year-end netting of incentives in 2009. Not-likely-to-be-earned incentives are charged to team salary immediately when earned, and likely-to-be-earned incentives are deducted when they are no longer possible to earn.
* Guaranteed salary from 2010 and beyond is reallocated to capped years unless the entire 2009 salary is guaranteed.
* 50% of guaranteed salary in any League Year beyond 2012 is reallocated to capped years.
* The 30% increase rule restricts salary increases from 2009 to 2010. For example: a player with a $500,000 Salary in 2009 would be limited to annual salary increases of $150,000 ($500,000 x 30%) beginning in 2010.
* A team can include only three veteran team incentives in a player contract covering 2009 and beyond. These incentives must also be coupled with a playtime requirement. Previously, clubs were limited to eight team incentives and no playtime requirement.
Q. Are current player benefits affected in the uncapped year?
A. We expect player benefits to decline in the uncapped year. The union agreed that in the uncapped year, clubs would be relieved of their obligation to fund numerous benefit programs. Examples include second career savings (401K), player annuity, severance pay, and tuition assistance. The total league-wide contributions to such plans in 2009, the last capped year, are expected to be in excess of $225 million, or more than $7 million per club.
Q. What are the categories of free agents?
A. Players are either “restricted” or “unrestricted” free agents. Within these categories there are also “transition” and “franchise” players.
Q. What determines an unrestricted free agent in the uncapped year?
A. In capped seasons (2008 and 2009), a player whose contract has expired becomes an unrestricted free agent if he has four or more accrued seasons. In the uncapped year (2010), a player whose contract has expired becomes an unrestricted free agent only if he has six or more accrued seasons. An unrestricted free agent is free to sign with any club with no compensation owed to his old club.
Q. What determines whether a player is a restricted free agent in the “Final League Year?”
A. In capped seasons (2008 and 2009), a player whose contract expires becomes a restricted free agent if he has three accrued seasons. In the uncapped year (2010), a player whose contract expires becomes a restricted free agent if he has three, four or five accrued seasons. The rights of restricted free agents remain unchanged in the uncapped year.
Q. What constitutes an “accrued season?”
A. Six or more regular-season games on a club’s active/inactive, reserved-injured or physically unable to perform lists.
Q. In addition to the right to designate a Franchise (or Transition) Player each capped year, can clubs designate additional players in the uncapped year?
A. Yes, one additional player can be tagged. In capped years (2008 and 2009), a club may designate a Franchise Player or a Transition Player. In the uncapped year (2010), a club may designate one additional Transition Player. A Transition Player must be offered a minimum of the average of the top 10 salaries of the prior season at the player’s position or 120 percent of the player’s previous year’s salary, whichever is greater. A Transition Player designation gives the club a first-refusal right to match within seven days an offer sheet given to the player by another club after his contract expires. If the club matches, it retains the player. If it does not match, it receives no compensation.
Q. What determines a Franchise Player?
A. A club can designate one franchise player in any given year. The type of franchise player depends on the amount of the old club’s offer. An “exclusive” franchise player – not free to sign with another club – must be offered a minimum of the average of the top five salaries at the player’s position for the current year as of a predetermined date (April 18, in 2008), or 120 percent of the player’s previous year’s salary, or the average of the top five salaries at his position as of the end of last season – whichever of the three is greatest. If the player is offered a minimum of the average of the top five salaries of last season at his position, or 120 percent of the player’s previous year’s salary, he becomes a “non-exclusive” franchise player and can negotiate with other clubs. His old club can match a new club’s offer, or receive two first-round draft choices if it decides not to match the new club’s offer.
Q. What is the Final Eight Plan?
A. During the uncapped year, the eight clubs that make the divisional playoffs in the previous season have additional restrictions that limit their ability to sign Unrestricted Free Agents from other clubs. In general, the four clubs participating in the Championship Games are limited in the number of free agents that they may sign; the limit is determined by the number of their own free agents signing with other clubs. For the four clubs that lose in the Divisional playoffs, in addition to having the ability to sign free agents based on the number of their own free agents signing with other clubs, they may also sign players based on specific financial parameters.
Q. Is there an Entering Player Pool in the uncapped year?

Disability payments made from the Bert Bell/Pete Rozelle NFL Player Retirement Plan will continue, and players may continue to apply for disability. However, under the Supplemental Disability Plan, there will be no new contributions and no more benefits. The Supplemental Disability Plan will automatically terminate at the end of the Plan Year that begins prior to the expiration of the Final League Year.
Will I continue to earn Credited Seasons during an uncapped year?
The last Credited Season that a player can earn will be in 2010.
Can I continue to contribute to my 401(k) account?
Yes, you may continue to make contributions to your account, however the clubs will not make a contribution on your behalf or pay expenses.
If the club won’t make contributions to the 401(k) accounts, does that mean the same will apply to the Annuity Plan?
Correct, the clubs will make no new contributions to player accounts and they will not pay expenses.
I am pursuing a graduate degree with the help of the Tuition Assistance Plan. How will this benefit be affected?
There will be no new reimbursements from the Tuition Assistance Plan effective April 1, 2011.
I am recently retired from the game. By May of 2010 I will have been separated from the league for one year. Can I collect my severance in June 2010?
There will be no additional severance benefits. Payment of previously earned benefits will be made during uncapped years.
Will the 88 Plan continue to exist?
It will continue to exist, however there will be no new recipients. Those existing eligible players will continue to receive the benefit past the end of the CBA.

The Gene Upshaw NFL Player HRA Plan, which players can use once their NFL Continuing Veteran’s Coverage expires, was negotiated into the 2006 CBA Extension Agreement to help cover qualified out-of-pocket health care expenses for players and their dependents. The plan will reimburse qualified players for expenses such as insurance premiums, co-pays, deductibles, prescription drugs, medical and dental exams and treatment, medical equipment, vision care, health management programs and chiropractic care.

The impending lockout that looms over the 2011 NFL season was another point of discussion. Collinsworth was quick to note that, unlike 1982 and '87, we're not talking about the players going on strike. Instead, it's the owners who are unhappy with the current collective bargaining agreement. "They're shutting down the game so they can get a better CBA," Collinsworth said.
Since the owners are going to be paid either way because of the television contract, it becomes a war of attrition that won't be easy for the players to win.
"The players will run out of money and the owners will be paid," Collinsworth said. "In that scenario I can't imagine a way where the owners won't come out ahead in this one."

Tennessee Titans: If they plan on running the wishbone, boost the grade. RB Chris Johnson ran the fastest times in the 40-yard dash at the combine and then ran right into the first round with a team that keeps drafting at this position (LenDale White, Chris Henry) and pays too little attention to its WRs and the holes along the d-line. No team had fewer TD catches last year than the Titans' nine and the Titans did not do enough here to help QB Vince Young.

Best pick: The selection of Hawaii defensive end Travis LaBoy fills a major need with the loss of Jevon Kearse. He is a solid pass rusher to get in the second round.
Questionable move: Ben Troupe, the first of their second-round picks, is a good player, but with Erron Kinney and Shad Meier on board, was he really needed?
Steal: Getting defensive end Antwan Odom in the third round will prove to be another typically good Titans pick.
Overall grade: B+. The Titans moved out of

Tennessee: For the second-straight year, the Titans come out of the draft
carrying an elite grade. Tennessee actually traded out of this year's
first round, but still came away with TE Ben Troupe,
a player they were had targetting had they stayed put with
their original opening round pick. The Titans, who lost star pass
rusher Jevon Kearse to off-season free agency, also pretty much
cornered the DE market selecting Travis Laboy, Antwan Odom, and Bo Schobel,
while DT Randy Starks, a top 20 rated prospect coming into the day,
was a third-round steal. DT Jared Clauss, a workmanlike 7th rounder,
will also provide some useful depth on the DL, while CBs Rich Gardner (3rd)
and Mike Waddell (4th) both bring some speed to the secondary.
OG Jacob Bell was a solid 5th round pick, while FB Troy Fleming in the 6th
was a nice home-town touch; the fact, that Fleming is
a solid all-around back who could also figure at RB, is just a bonus...

There sure were some expensive [mistakes] in that draft," agreed the personnel director from one team whose 2002 first-round selection remains with the club, but has rarely played up to his potential. "A lot of teams threw good money at bad [suspect] players."
Of the 32 players chosen in the first round in 2002, only eight have been to the Pro Bowl, and just four have made the trip to Hawaii more than once
