ESPN's Herm Edwards, (http://content.usatoday.com/topics/topic/People/Sports+Coaches,+Team+Owners,+Execs,+Officials/NFL/Herm+Edwards) a former NFL coach, said he doesn't think Titans owner Bud Adams is willing to spend the money it will take to land a top free agent such as Carolina Panthers defensive end Julius Peppers, Arizona Cardinals linebacker Karlos Dansby or Indianapolis Colts linebacker Gary Brackett.

"Owners are owners," Edwards said. "(Adams) knows how much money he wants to spend. He's not going to change because it's an uncapped year."

Adams turned 87 in January, however, and is itching to get back to the Super Bowl. Might that be enough for him to order General Manager Mike Reinfeldt to be more aggressive?

"Some of the teams, it's not going to be the GM's decision. It's going to be an ownership decision,'' McCloughan said. "Do you blow it out to see if you have one more year and win a championship? Or do you stay consistent so you can play in '11 and, 'We're not going to hurt ourselves in the future.' ''

I've always thought it's been Bud's decision all along, including the Floyd Reese era. I was told long ago that Bud has a budget for everything and any deviations from it come from him. It's been my impression that our GM draws up contracts determined by Bud's numbers and hopefully it all works out.

So I'm wondering what Bud will do now. Will he go for it, deviate from the status quo due to age, or stick with what hasn't worked? I want to be surprised because I'm leaning towards the former.

I just know that the last 7 years of the pre-salary cap era, the Oilers made the playoffs. That was their best playoff streak in franchise history. So if there is an owner that does well when there is no salary cap, it's Bud.

The idea that Bud is serially cheap I think gets overstated some...not a lot but some. We are spending some pretty big money on our RFA tenders. Of course that means we will spend far less money in FA but we are still paying Vince a heck of a lot of money this year all things considered. We go cheap on some of the oddest things though IMO.

Wow, I never thought about looking at it from that angle. Thanks for the perspective. So Bud does better when he's in control of his money. I wonder what the contracts were like back then? I never really paid attention.

I don't know. Now it certainly helped that Warren Moon was the QB during that period, and they dumped him when the salary cap era started.

I wish I knew how much he spent in relation to the league, and also whether it was more having a Hall of Fame QB than anything else.

He's 87, he might as well spend it because he can't take it with him.

Who can you think of that would have the answer?

Assuming he has a will, it'll get spent from the grave his way. So in a way, he is taking it with him lol

I wish he'd spend more football dollars now, and wonder if it really is just a hobby for the owners.

I have been googling a lot to find out, but even google has its limits.

Personally, I think the rumors that Bud limits what the GM and Coach can do is just "balony".
