ESPN's Herm Edwards, (http://content.usatoday.com/topics/topic/People/Sports+Coaches,+Team+Owners,+Execs,+Officials/NFL/Herm+Edwards) a former NFL coach, said he doesn't think Titans owner Bud Adams is willing to spend the money it will take to land a top free agent such as Carolina Panthers defensive end Julius Peppers, Arizona Cardinals linebacker Karlos Dansby or Indianapolis Colts linebacker Gary Brackett.
"Owners are owners," Edwards said. "(Adams) knows how much money he wants to spend. He's not going to change because it's an uncapped year."
Adams turned 87 in January, however, and is itching to get back to the Super Bowl. Might that be enough for him to order General Manager Mike Reinfeldt to be more aggressive?
"Some of the teams, it's not going to be the GM's decision. It's going to be an ownership decision,'' McCloughan said. "Do you blow it out to see if you have one more year and win a championship? Or do you stay consistent so you can play in '11 and, 'We're not going to hurt ourselves in the future.' ''

I've always thought it's been Bud's decision all along, including the Floyd Reese era. I was told long ago that Bud has a budget for everything and any deviations from it come from him. It's been my impression that our GM draws up contracts determined by Bud's numbers and hopefully it all works out.
So I'm wondering what Bud will do now. Will he go for it, deviate from the status quo due to age, or stick with what hasn't worked? I want to be surprised because I'm leaning towards the former.
