Its not who you think. Im pretty sure no one can beat this one although "statistical turnaround" is open to interpretation depending on which stats you deem important.
I think TD to INT ration is just about the most important stat for a QB IMO.
If you throw 16 INTS that generally bad. But not if you threw 30TDs. Thats a great year. But if you only threw 13, you suck. Its all a sliding scale.
Anyhow, I was reading and article about Denvers QB competition between Orton and Simms and at the bottom they went into other Denver QB training camp battles through the years. I see Steve DeBergs name. I remember that guy being a decent vet QB who had a few pretty good statistical seasons.
Anyhow, check this out:

Now look at seasons in 1989 and 1990 for the Kansas City Chiefs
They guy went from 11TDs and 16ints in 1989 to
23 tds and 4 ints in 1990.
His int percentage was 0.9 which has to be near some sort of a record. It even bests Bradys in '07 though Brady threw over twice as many TDs.
The next year Deberg came back down to Earth with 17tds and 14ints.
I'm going to do a little more research to see exactly what was it that lead to him only throwing 4 picks in 16 games that year. The Chiefs were good both of those years too (11-5).

So in 15 other games, over 400 attempts he threw 1 int.
